I see a great deal of this going on in most comic and dramatic television programs from the U.S. Particularly in animated ones aimed at children- teachers, principals and even superintendants are portrayed in the most unflattering lights possible on a regular basis. Whether this is because this is low-hanging fruit for the audience or redirected bottled up resentment by the makers is something I don't know, but the attitude is most hostile.
School just doesn't work as it should in the U.S. I don't watch those cartoons but if you're talking about South Park, they have lampooned this situation for years. I did notice, as a parent, that many cartoons in the 90s and 2000s from Nickelodeon, for example, portrayed any/all adults in a poor light. The "kids are smarter than parents" trope was a huge one in film/TV at that time. The last positive shows about educators I remember are from my school days in the 70s. There was a show called Room 222, we had "Schoolhouse Rock" on TV, there was the Magic School Bus, and I always liked the 60s movie "To Sir, With Love" ... a great movie.

The “evil” ones are such prominent stereotypes that they have to take pains to portray good and effective ones who really care.
It makes it seem bad to be a teacher (and it is - for the reasons I outlined) and even bad to be a parent. What a mess.
